Files without image data can be saved.
"Draft" and "Final" buttons are available on Report page: User Settings > Report > Toolbar

On List page, when importing DICOM files, it can be set to automatically enter a prefix at the begging of each value, such as Patient ID: User Settings > List > General > Import
